Task Orientation

MISSION

  • Taiwan agriculture plays a multi-functional role in maintaining food security, the ecological environment, social culture, the green economy and other aspects. It is also closely related to major national development issues, such as the structural transformation of the overall economy, social security, territorial planning, regional development and environmental sustainability. Currently, regional agricultural production has become increasingly influenced by climate change, while the aging of the agricultural population has led to a labor shortage. Economic and trade liberalization has brought many challenges for agricultural development. Facing these difficulties, the Council of Agriculture has actively promoted the New Agricultural Innovation Promotion Plan and accelerated its implementation with the strategic planning of agricultural science and technology research and development. At the same time, the Executive Yuan has responded to the important conclusions of the National Agricultural Conference and other initiatives on green energy science and technology, circular economy and the biomedical industry, as promoted by the current government's "5+2 Industrial Innovation Promotion Plan"

VISION

  • The "New Agricultural Innovation Promotion Plan" will be the central task of the administration, and establishing a new model for agriculture, constructing an agricultural safety system, and improving agricultural marketing ability will be regarded as guidelines. Following the industrial development strategy of connecting the future, international community and the local communities by combining the essence of production, life and ecology in agriculture and docking with the thematic conclusions of the National Agricultural Conference on Safety, Prospect, Sustainability and Happiness, the New Agricultural Sci-Tech Research and Development aims to create a new form of sci-tech agriculture based on technological innovation, ecological sustainability and value-sharing under the vision of integrating new energy across regions to create a predictable safety production system and developing forward-looking new technologies to move towards an inclusive, resilient and sustainable agriculture through Taiwan's profound soft and hard strength in agricultural science and technology.

Strategic Objectives and Actions

FRAMEWORK

  • In cooperation with the medium-term administration of the Council of Agriculture and under the framework of the existing agricultural sci-tech research and development objectives in the layout of the National Science and Technology Development Plan, we will further take into account the environmental, social and economic development associated with global agriculture. Meanwhile, we will make full use of the existing allocation of agricultural sci-tech resources and follow suggestions from experts in production, education and research. Through evaluating the validity and intensity of various sci-tech policies and measures, and based on the evaluation results, ten key strategic actions have been planned as a reference for the development and promotion of agricultural sci-tech administration measures and plans at this stage. It is hoped to promote research and development by strengthening the ten key policies of the new agricultural innovation promotion plan to realize the plan objectives and continuously improve the overall agricultural sci-tech administration efficiency and research and development performance.
